Bhardwaj hails HAL’s contribution to nation-building

     Karnataka Governor Mr H.R. Bhardwaj on Monday lauded the efforts of Hindustan Aeronautics Limited (HAL) in nation-building and said that the Defence PSU has lived up to expectations with unmatched credibility.
Speaking after inaugurating HAL’s Vigilance Awareness Week at Ghatage Convention Centre in Bangalore, Mr Bhardwaj said that PSUs would contribute immensely with greater autonomy.
    “PSUs have made the country self-reliant and always cater to the betterment of the workforce of the organization. HAL has stood by the nation by continuously contributing to the defence sector. HAL’s credibility has been always sky high,” the Governor said.
Saying that the progress and future of any PSU depended on able leadership, Mr Bhardwaj said: “The rules and regulations of the companies are always in place. But it is the selection of an able leader that takes the Company forward.”
    Stating that proper procedures will bring in greater transparency, the Governor said that India has a great history of leaders with high integrity. “We are inching closer towards developed economy and you may find one or two spoiling the show through corrupt deeds. However, Vigilance Departments are playing a great role in tackling them,” he added. The Governor also released the revised Vigilance Manual of HAL, comprising four volumes, on the occasion.
    HAL Chairman Mr Ashok Nayak informed that HAL had adopted the Integrity Pact, which envisages an agreement between the prospective vendor/bidder and the buyer for fair practices. “Today’s mantra is e-governance and HAL would implement the policies of e-procurement and e-payment of the tenders on a time-bound manner,” Mr Nayak said.
    HAL’s Chief Vigilance Officer Mr Anurag Sahay said that the focus of the vigilance set-up in HAL is on preventive aspects and getting rid of bottlenecks and time delays. “Streamlining structures, systems and procedures by undertaking inspection and system studies in critical areas is a major task the vigilance department has taken up in HAL,” Mr Sahay said.
    HAL’s Director Finance Mr D. Shivamurti and Director, Corporate Planning and Marketing Mr Soundara Rajan along with other senior officers and representatives of various unions were present on the occasion.
